Experts, need some advice.

On Sunday my battery/charging light came on. I took it to the shop I have been using for 20+ years and after testing the alternator it was replaced. I got the car back today, battery/charging light still on. Test drive it a few miles the blinking steering wheel exclamation point light starts blinking. I pull over and turn around. When I turn around I feel a “catch” in the steering, engine bogs down and the both lights goes off. As soon as restart the car battery/charging light comes back on. Two miles and the blinking steering wheel exclamation point starts again. When I turn into the mechanic shop I feel the same thing, a “catch” in the steering, engine bogs down and the both lights goes off.
Mechanic says it may be related to a recall that deals with a towing sensor. I think it is the belt or something wasn’t tightened down correctly.
I did replace the battery to make sure it wasn’t the issue and the battery was 5 years old.
Any ideas?
